Human Resources Developemnt in Veterinary Profession and Managagement

Three leverages viz. physical, financial and human efforts are required to achieve the desired success. Among these human is most important because it can be reinforced to human capital (HC). The elements of HC are intellectual capital, emotional capital and social capital. Intellectual capital develops from knowledge and skill. Emotional capital is ambition combined with self-confidence, initiative and risk taking ability.

Social capital is growing of relationship. Most interesting is that nobody can own human capital but can own other assets grown out of human capital viz. productivity and profit etc. Leverage is Lever+age. Lever consists of leadership, entrepreneurship, vision, empowerment and risk taking ability. Age is maturity of precision and perfection. So appropriate human resource development (HRD) programmes can be drawn to sharpen the components of the lever. The success is always linked with leverage of human capital. Seventy percent out of one billion plus Indian human population are rural and forty percent live below poverty line. 

No doubt India has become one of the greatest democratic nation of the world.Nobody can ignore the franchises of the people because of alertness of media.Despite corruption with the aegis of bureaucratic management India's literate forces are taking efforts to change the prevailing bureaucratic management system which British framed to rule India . "The day for privileges and exclusive claim is gone.".This caveat will set management thinking and induce in them a more human approach keeping conformity with the pace of global change. There is urgent need for rapidly increasing rural employment.Animal husbandry including poultry farming can play a very important role in income generation. But this sector has been neglected by starving it of resources for development.

Management is well aware how the funds alloted for poverty alleviation are swallowed in the middle path and never reaches to the poor ."Robbing Paul to pay Peter"is the philosophy to be altered as rapidly as possible. Computer science is bringing transparancy in management both in public and private sectors.Now records are being maintained scientifically and easier to percolates bottom even at grassroot level. 

Total Quality Management (TQM) needs to be developed.The aim of management system is to gain reciprocally with the upliftment of society. Welfare Accounting rather than Traditional accounting has become relevant now.Social damaging by industrial pollution are strict to be borne and mandatory under laws. Management can not survive today without reckoning social, economic and environmental development

Recommendations for public and animal health authorities include:
Emerging zoonotic diseases are a global and regional issue of increasing importance and their current upward trend is likely to continue.

Human activities and behaviour often drive the emergence of zoonotic diseases; these include food and agriculture practices, deforestation and urbanization of virgin areas, globalization of trade of live animals including wildlife and animal products, climate changes. 

Identifying what zoonotic diseases may arise in the future is extremely difficult, due to the multifactorial and constantly evolving nature of the risk factors involved. 

New mechanisms of surveillance and response are required, using new tools (satellite remote sensing data, analytical molecular epidemiology,) and bringing together different disciplines (medical, veterinary, population biology, information technology, diagnosis). 

Integrating the early warning and alert systems of international organizations (WHO, FAO and OIE) to facilitate early detection of potentially linked animal and public health events. Integrating animal and human health data at national and regional levels, including an inter-sectoral committee for zoonosis preparedness and control. 

For WHO, together with FAO and OIE, the next step forward is to mobilize political awareness and support for the implementation of a public and animal health infrastructure. WHO will also begin coordinating an international network to support countries in analyzing their particular emerging zoonotic disease situation, as well as establish guidelines for the core capacities needed to assess the risk for emerging zoonoses.
Coordination between the public health and veterinary sectors in responses to zoonotic diseases emergence is to be emphasized.

Planning ahead is never easy, not least because one can never be certain what the future holds. This is true in any walk of life, but applies particularly to the Veterinary profession as it is going through a period of change. Life long learning is to meet the growing demands for the professions to be more proactive in regulating the activities of professional member.

OIE recommends identifying animal welfare research and encouraging collaboration among research centres, to improve awareness of animal welfare in academia. Also to provide expertise on specific animal welfare issues to stakeholders, animal production sectors, industry and consumers.

But now it includes fundamental economic performances, its reputations with customers and employees, its stock price and its responsibility to society at large. More multidimensional success is required. Evaluation of management needs to be done on fundamental economic performance along with the institutional strength of the organization. Passion that rule but commitment and compromise are also vital for success. Success can be defined as fluid takes the shape by the moment. Success bears a meaning to get what is expected and desired. Success knows where to stop. Stopping in correct stage is also the success of satisfaction to anybody. Of course the parameters of success are changing all the time. To live a life happily and contended is a great success. Doing something with commitment without expecting return give satisfaction of life. Earn something through hard works can also be defined as success. Under utilization of talent and lack of hard work may be considered as offence. Being glorified is sure a success. To get anything after great struggle is success. Trust will have to be earned and leadership makes the difference will have to be proved by overall achievement. . The professional that can translate the principle into practices and able to build the social and knowledge capital will establish a source of competitive advantage. The profession will not be just a source of wealth creation but as the engine of growth.

The President of India said that we are largest producer of wheat and milk in the world. Still we are so embarrassed to recognize our own strength and achievement. At present number of unemployed veterinarians are 7000. Of late it is observed that engineering graduates are successful in diverse fields especially of managements other than sometime even in engineering fields; so there is no need to think a veterinary graduate will stick to only practice of medicine with his background of degree in veterinary science.
There are enough scopes on the part of a veterinary graduate to flourish and develop in a vast country like in India.
